On one side, a last-minute rush by solar developers to lock in IRA credits before the July 4 cutoff, after which wind and solar contract prices are expected to jump 40–120%. On the other, Microsoft and Chevron's Project Kilby — a 2.67 GW dedicated natural gas plant in the Permian Basin powering one of America's largest AI data centers under a 20-year deal. Simultaneously, the DOE backed a $17.5 billion loan for 10 large-scale Westinghouse nuclear reactors, and the Supreme Court rebuffed a bid to limit EPA climate authority — painting a week defined by fossil fuel entrenchment, nuclear acceleration, and clean energy's race against its own policy clock.
